KUWAIT, Nov 18 (KUNA) -- His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, sent a cable of congratulations to the President of the Republic of Latvia, President Edgars Rinkevics, on his country's Independence Day.
