UNITED NATIONS, June 27 (KUNA) -- Kuwait is content over Iraq's "partial"
exit from Chapter VII obligations, Acting Charge d'Affaire of the Kuwaiti
permanent mission to the UN, Ambassador Abdulaziz Al-Jarallah said Thursday.
Under Chapter VII of the UN Security Council Charter, Iraq is impended by
"action by air, sea, or land forces as may be necessary to maintain or restore
international peace and security", which was imposed on following the invasion
of Kuwait in 1990, and it has remained in place despite the change of regime.
"The resolution reflects development of bilateral relation between the two
countries, which was crowned by the recent visit of His Highness the Prime
Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah to Baghdad two weeks ago
and resulted in signing four MoUs and two bilateral agreements," Al-Jarallah
said in a statement.
As for the resolution, he said that "the UN role is still ongoing in
following up on the issues of Kuwaiti missing and property, as well as the
national archive. This would be done upon understandings between Kuwait and
Iraq under Chapter VI."
In contrast to Chapter VII, the UNSC Chapter VI stipulates that the Council
shall "call on the parties to settle their dispute by negotiation, mediation,
arbitration, judicial settlement, or resort to regional agencies or
arrangements or other peaceful means of their choice."
Al-Jarallah appreciated Iraq's efforts to fulfill its obligations, as well
extending Kuwait's thanks to former UN high-level Coordinator for missing
Kuwaiti and third country nationals and of missing Kuwaiti property Gennady
Tarasov.
He also commended efforts by UN Assistance Mission for Iraq (UNAMI) in this
regard and urged Iraq to continue cooperating with it in order to fully remove
it from Chapter VII. (pickup previous)
