KUWIAT, Dec 17 (KUNA) -- His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah issued on Wednesday a decree-law abolishing the Public Authority for Roads and Land Transport (PART) and redistributing its responsibilities to the Ministries of Public Works and Interior.
The decree-law, issued after review of relevant constitutional provisions and legislation and upon the proposal of the Minister of Public Works with the approval of the Council of Ministers, repeals Law No. 115 of 2014, which established the authority.
Under the new provisions, the departments previously affiliated with the authority will be transferred to the Ministry of Public Works, except for the Land Transport Department. Responsibilities related to land transport and supervision of the Traffic Bank Project will be transferred to the Ministry of Interior.
The Ministries of Public Works and Interior will assume all rights and obligations of the abolished authority, with assets and movable property allocated according to the departments transferred to each ministry.
The decree-law also provides for the preparation of the authority's final budget account covering the period from April 1, 2025, until the decree-law enters into force.
The authority's budget will be redistributed between the two ministries in coordination with the Ministry of Finance.
Additionally, the Minister of Public Works is tasked with issuing decisions to transfer selected employees of the former authority to the ministry and other entities within six months, while ensuring that transferred employees retain all their rights and job grades.
The decree-law shall be published in the Official Gazette and take effect from the date of publication, with all ministers instructed to implement its provisions within their respective areas of responsibility. (end)
