KUWAIT, Dec 11 (KUNA) -- Acting Prime Minister and Minister of Interior Sheikh Fahad Yusuf Al-Sabah said Thursday that combating drugs is a national responsibility shared by families, schools, the media, and every individual in the country.
Speaking at the opening of a seminar organized by the Kuwait Institute for Judicial and Legal Studies, held under his patronage and in attendance, Sheikh Fahad said the country is entering a new phase defined by firm legislation, responsible behavior, and collective commitment between state institutions and society.
He warned that Gulf societies are targeted by regional and international drug-smuggling networks, which heightens the responsibility to safeguard national security.
He noted that the efforts of the ministry's General Directorate for Drug Control and its other sectors led to intercepting nearly 90 percent of narcotics over the past year.
Sheikh Fahad said that the following the Amiri Decree Law No 159/2025 regarding the combating of drugs and psychotropic substances, the Ministry of Interior's Public Relations and Security Media Department launched a nationwide awareness campaign aimed to explain the law's provisions, penalties, and treatment opportunities through media outlets and digital platforms.
He expressed deep gratitude to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah for his unwavering support in producing a comprehensive anti-drug law that aligns with the leadership's vision.
He also thanked the committee that drafted the law, as well as the General Directorate for Drug Control and all ministry sectors for their continuous efforts to prevent smuggling, curb trafficking and protect youth through preventive and security measures.
For his part, Director-General of the Kuwait Institute for Judicial and Legal Studies, Advocate-General Bader Al-Masad said the 2025 anti-drugs decree-law reflects a renewed legislative approach that balances deterrence with justice and embodies a genuine will to protect society.
He added that the law shifts towards dual approaches criminalizing drug trafficking and promotion while integrating a humane, rehabilitation-focused framework for users.
He reaffirmed the institute's commitment to raising legal awareness and deepening public understanding of national legislation in support of justice and the rule of law. (end)
