JEDDAH, Dec 3 (KUNA) -- Acting Assistant Undersecretary for Administrative, Financial, Legal Affairs and Prior Audit Dr. Saud Al-Zamanan affirmed that Kuwait's experience in financial oversight and accounting represents a comprehensive professional development model reflecting advanced regulatory practices.
He stated this during his presentation of the Audit Bureau's working paper at the technical seminar held alongside the 15th General Assembly of the Arab Organization of Supreme Audit Institutions (ARABOSAI), currently convened in Jeddah.
Al-Zamanan explained that Kuwait's oversight model integrates theoretical learning with practical application, encourages research and innovation, strengthens participation in local and international oversight communities, and develops distinguished auditing competencies capable of addressing current and future financial and accounting challenges.
He noted that the Audit Bureau's paper, titled "Enhancing Capacity Development for Auditors in Accordance with ISSAI 150 and International Education Standards (IAES)," focused on four primary components aimed at elevating professional auditing performance.
The paper outlined international education frameworks including IAES and ISSAI 150, emphasizing global competency requirements, organizational standards for effective oversight, and structured policies for assessing auditor performance, monitoring development, and accurately measuring training outcomes across regulatory fields.
It also highlighted Kuwait's continuous professional education model, detailing its objectives, learning pathways, and reliance on specialized certifications, while presenting recommendations that ensure auditors consistently upgrade skills, reduce professional obsolescence, and remain capable of meeting evolving oversight responsibilities.
The accompanying seminar showcased successful experiences of Arab and international supreme audit institutions, discussed strategic approaches for capacity building, and reviewed methodologies for measuring the impact of training programs on institutional performance.
The Audit Bureau participated with a delegation led by its President, Essam Al-Roumi, in the 69th Executive Council meeting and the 15th General Assembly of ARABOSAI, with sessions concluding Thursday during the 70th Executive Council gathering.
ARABOSAI, founded in 1976 and comprising all Arab League members, strengthens cooperation among oversight institutions, promotes transparency, advances unified regulatory standards, and supports regional and international collaboration to enhance accountability, improve government performance, and reinforce effective public financial management across the Arab region.
