KUWAIT, Nov 26 (KUNA) -- Kuwaiti Minister of State for Municipal Affairs and Minister of State for Housing Affairs Abdulatif Al-Meshari underlined Wednesday the need to consider housing requirements and find varied solutions to fulfill family needs.
Giving a lecture at Kuwait University on Kuwait's housing vision in the light of the revised housing development law, the minister said the law is meant to involve the private sector in the housing sector and establish an integrated housing city covering various family needs.
He recalled that the law was enacted in 2023 to use the help of the private sector in building new residential cities in a bid to solve the housing shortage, reflecting a growing insight that sustainable housing solutions are not only based on funding, but on good management of resources as well.
The minister added the law was amended in August 2025 to cover developers' qualification regulation and law application facilitation procedures and stipulating the provision of all actual schemes for buyers.
He stressed the significant role of architecture and designing in the improvement of housing solutions, and involving the society in developing a housing scheme that answers varied housing needs.
For his part, Director of the Public Foundation for Housing Welfare's Investment Department Ahmad Al-Ansari addressed the audience by saying that the new housing law is chiefly intended to involve the private sector in building new housing cities.
He elaborated that the law allows the state to act as a market regulator, rather than a provider, focusing on strategic planning and supervision, while developers take charge of designing, funding, building, operating, maintenance and selling.
He added that the idea of the property developer came following a careful consideration, given that housing applications have been on the rise since 1985. (end)
