1931 -- Abdullah Al-Dehayan, an intellectual figure and a religious scholar, passes away at 57. 1932 -- Ruler Sheikh Ahmad Al-Jaber Al-Sabah issues the first municipality law decentralizing government to meet demands for urban expansion. 1960 -- Kuwait joins the Universal Postal Union. 1965 -- The National Assembly accepts resignation of Speaker Abdulaziz Al-Saqer, and Saud Al-Abdulrazzaq is elected as successor. 1978 -- An Amiri decree is issued forming the country's 10th government, headed by Crown Prince and Prime Minister Sheikh Saad Al-Abdullah Al-Salem Al-Sabah.
