KUWAIT, March 17 (KUNA) -- His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah sent a cable of congratulations on Sunday to the President of the Republic of Ireland Michael Daniel Higgins on his country's national day.
