Japan reports 289 new virus cases, total at 3,963

TOKYO, April 6 (KUNA) -- The number of Japan's new coronavirus infections rose by 289 to 3,963 as of 4 p.m. (0700 GMT) on Monday, excluding 712 people who were aboard the virus-hit Diamond Princess cruise ship, the authorities said.
The death toll climbed by 10 to 95, excluding 11 from the cruise ship that was quarantined near Tokyo in February, according to the health ministry and local governments.
Prime Minister Abe Shinzo said Monday he plans to declare a state of emergency to contain the new coronavirus outbreak as early as Tuesday.
The declaration will cover seven prefectures, including Tokyo, Chiba, Osaka and Fukuoka for about one month, Abe told reporters after a meeting of his ruling Liberal Democratic Party executives.
If Abe declares a state of emergency, prefectural governors in the designated areas can require residents to stay indoors except for essential reasons, close schools and cancel or postpone large-scale events.
Local authorities will be also permitted to seize land and facilities from private owners for temporary medical facilities without their consent, and order transport companies to deliver medicines or medical equipment in urgent cases. (end) mk.gta
