National Assembly refers proposals tackling traffic lawlessness to appropriate cmteS

KUWAIT, Jan 9 (KUNA) -- The National Assembly approved in its special session Thursday several proposals to tackle traffic lawlessness and decided to refer it to the Parliamentary Interior Affairs and Defense Committee to prepare a report on it within three months.
The recommendations included the government's submission of a new traffic law to the parliament, to organize violations, observe the gradual punishment and regulate bicycling and walking.
For solutions related to traffic jams, a joint committee was arranged between the Ministry of Interior (MoI), Ministry of Public Works (MPW) and Ministry of Municipality.
The Council recommended organizing public transport cars in just one lane and controlling reckless vehicle drivers due to violating traffic laws and not observing safety rules.
The Council called for a review of the conditions for granting driving licenses to residents in order to urge them to use public transport.
They stressed amending the Kuwaiti Penal Code so that the penalty for murder by mistake was increased as a serious violation, if it occurred as a results of recklessness or driving under the influence of drugs.
It was suggested to oblige the MPW and contractors who implement road projects, to develop plans related to traffic flow and safety during the implementation.
The Council recommended increasing pedestrian paths and bridges, especially in places where people cross or download passengers.
They urged MoI, in coordination with the Ministry of Education (MoE) and the Ministry of Higher Education (MoHE), to establish safe corridors in front of all schools in Kuwait, after the increase in run-over incidents that occurred there.
They pointed out obligating MPW and the Ministry of State for Housing Affairs to set up special paths for cyclists, as well as pedestrians for all new projects.
The National Assembly proposed more cameras at the streets and intersections to monitor violations and preserve the rights of individuals during accidents. (end) je.lr
