Kuwait'a National Assembly discusses no-confidence motion against Info. Min Wed.

KUWAIT, May 7 (KUNA) -- Kuwait's National Assembly will start on Wednesday deliberations to discuss the request for no-confidence in the Minister of Information Mohammad Al-Jabri.
Speaker of the National Assembly Marzouq Al-Ghanim announced this during a session held on 30 April to discuss the interpellation addressed to the Minister of Information, where 10 MPs submitted a no-confidence motion in the minister.
Article 101 of Kuwait's constitution states that if the Assembly passes a vote of no confidence against a Minister, he is considered to have resigned his office as from the date of the vote of no confidence and shall immediately submit his formal resignation. The question of confidence in a Minister may not be raised except upon his request or upon a demand signed by ten members, following a debate on an interpellation addressed to him. The Assembly may not make its decision upon such a request before the lapse of seven days from the presentation thereof.
Article 101, in addition to Articles 143 and 144 of the assembly's bylaws, stipulated that the request for a vote of confidence should be "at the request of the Minister or a signed request of 10 members".
Based on these articles, the withdrawal of confidence of the minister requires the approval of the majority of the council's members, except the ministers, who do not participate in the vote of confidence.
The signatories of the no-confidence motion are Riyadh Al-Adsani, Adel Al-Damkhi, Abdulkarim Al-Kandari, Yousef Al-Fadhala, Bader Al-Mulla, Abdulwahab Al-Babtain, Rakan Al-Nesf, Safaa Al-Hashem, and Osama Al-Shaheen. According to article 145, Speaker on National Assembly will give the floor to two MPs submitting the no-confidence vote or others, before voting. Priority will be given to the ones submitting the motion in accordance with name order.
The article also states that the president has the right to authorize, before the vote, two dissidents to express their opinions.
On April 30, the National Assembly began a four-aspect debate on an interpellation request filed by MPs Riyadh Al-Adsani, Adel Al-Damkhi and Mohammad Al-Dallal against Information Minister Mohammad Al-Jabri.(end).
