Bader Al-Mulla wins 2nd constituency in Kuwait's by-elections

KUWAIT, March 16 (KUNA) -- Bader Hamed Al-Mulla won the parliamentary by-elections Saturday to represent the 2nd constituency, a senior judge said.
Justice Abdulsalam Al-Buaijan, chief of the committee supervising the by-elections in the 2nd constituency, said Al-Mulla gained 4,657 votes.
By-elections were held in the 2nd and 3rd constituencies after two seats, occupied by Waleed Al-Tabtabae and Jamaan Al-Herbesh respectively, were declared vacant by the constitutional court on December 19.
The court ruled that article 16 of the National Assembly's bylaw was unconstitutional thus both seats became vacant.

Mulla, born in 1971, holds a PhD in civil law, and is a lawyer before the Court of Cassation and Constitutional Court.
Al-Mulla is a professor of civil law at Saad Al-Abdullah security academy and a teacher at Kuwait University. (pickup previous) bs
