NEW YORK, Feb 19 (KUNA) -- Kuwait has called on the Yemeni parties to fully implement the Stockholm Agreement on Hodeidah, its three ports, the prisoner exchange agreement and the declaration of understandings on Taiz, which will lead to the completion of the efforts of the Special Envoy of the Secretary-General to Yemen.
This came in the speech of Kuwait at the meeting of the Security Council on Yemen, which was delivered by the Permanent Representative of Kuwait to the United Nations Ambassador Mansour Al-Otaibi.
Al-Otaibi added that efforts are aimed at reaching a political solution based on the three agreed terms of reference namely the Gulf Initiative, its executive mechanism, the outcomes of the National Dialogue Conference and the relevant Security Council resolutions, especially Resolution 2216, to end this crisis.
He said that it took about two months for the Council to adopt resolution 2451, which approved the Stockholm agreement between the Yemeni government and the Houthis as an important and vital step towards a political solution that would end the crisis and alleviate the suffering of the brotherly Yemeni people.
Al-Otaibi expressed his regret that the situation of non-compliance and full implementation remained the dominant feature of the Security Council resolutions relating to the situation in Yemen, from resolution 2140 to resolution 2452 and through resolutions 2201 and 2216, which were effective in ending the political crisis in that country.
"During this period, we did not witness constructive efforts towards the implementation of the Hodeidah Agreement by not making any tangible progress in redeploying the forces from the city and ports of Hodeidah, Salif and Ras Issa, in addition to the repeated impediments to the work of the redeployment coordination committee and Security Council resolutions on monitoring implementation," he added.
Al-Otaibi stressed the importance of the role played by the Coordination Committee for re-deployment in the resumption of its work, which ended two days before the holding of its fourth meeting, which was reached during the consensus on the implementation of the first phase of the redeployment plan.
He added that this comes through the withdrawal of forces from the ports of Hodeidah, Ras Issa and Salif and some areas of the city to complete the second phase according to specific timetables and agreed upon in implementation of the agreement of Hodeidah as stipulated in the Stockholm Agreement, which, "as we have already mentioned was ratified by Security Council resolutions 2451 and 2452".
Al-Otaibi said that the political will of the two parties, as indicated by the Special Envoy to Yemen, is very important to achieve the desired progress, but the utmost importance lies in linking words to deeds through the full implementation of all elements of the Stockholm Agreement.(end).
