PARIS, Oct 18 (KUNA) -- France's upper house of Parliament, or Senate, on Wednesday gave its final approval to a new Security Law that will come into effect on November 1, the Senate said in a statement.
The new legislation will replace the existing "State of Emergency" which was put in place by decree several times since November 2015, after a massive terrorist operation killed 130 people in Paris.
President Emmanuel Macron has urged the replacement of the State of Emergency powers with a permanent law as he said the emergency powers were "not adapted" to the changing form of the terrorist threat here.
The law will be reviewed in 2020 and Macron says he will not submit it to the Constitutional Court for review.
"The Senate has definitively adopted the draft text reinforcing domestic security and the fight against terrorism," the Senate statement said.
Critics of the law say it is too restrictive and does not sufficiently guarantee civil liberties in certain areas, but the new legislation is somewhat softer on areas like house arrest and mobility than under the emergency powers. (end)
