UNITED NATIONS, Sept 25 (KUNA) -- Amir of Qatar Sheikh Hamad Bin Khalifa al-Thani said on Tuesday that national reconciliation is the responsibility of Iraqi leaders while noting that Security Council resolution 1770 restored the right of the United Nations to address the situation in Iraq.
"The main responsibility rests with all Iraqi leaderships for they are the primary responsible for hammering out a formula of national reconciliation that ensures justice, peace and security and preserves the sovereignty and territorial integrity of Iraq", said Shaikh Hamad in his speech delivered at the 62nd session of the UN General Assembly in New York.
Sheikh Hamad praised UN Security Council resolution 1770, adopted last month, affirming that the United Nations, as "the political embodiment of the international communitys principles", should assume its responsibilities in Iraq.
"That resolution has partly restored to the United Nations its rightful role in addressing Iraqs tragedy after it has been proven that it is no longer possible for that matter to remain confined to one State or to an alliance of States of converging interests", said Sheikh Hamad.
"The major conflicts in the world have become too big for one single power to handle them on its own", he added noting that many crises in the Arab world "reached the stage of human tragedies".
Sheikh Hamad called for a "more effective" United Nations where "its structure must be reformed" to adapt to the changes that occurred on the international scene since 1945, highlighting the "close relationship that exists among development, security and peace" and the need for a "collective international will".
The Amir of Qatar also noted the crucial significance of environmental policies calling for "cooperation and concerted action" for that end and asserted that international aid should be increased and improved "by easing the conditions of granting it" while lamenting the decline in international development assistance in 2006.
Sheikh Hamad expressed concern over "the deadlock" in the ongoing consultations on the implementation of the Doha Development Agenda calling upon all involved parties to "show enough flexibility to reach mutually beneficial practical results" adding the Doha Round did "provide new opportunities to promote multilateral trade transactions".
