Parliament OKs bill for online judicial tasks

KUWAIT, April 22 (KUNA) -- The National Assembly referred, at its follow-up session on Wednesday, a bill encompassing amendments to the civil and commercial prosecution bill, (issued in Decree 38/1980), to the Government.
The draft law, tackling declaration procedures and legal proceedings in front of the court, was approved in the first and second readings.
A report by the parliamentary legal and legislative affairs said the proposed law aims at staying abreast of development at level of litigation and court proceedings. An explanatory note says, "in view of tremendous development in realm of electronic communications, namely widespread communications via the SMSs' and the internet, it has become a necessity to use such modern means for litigation and prosecution." Online declarations, with e-signatures, are legally as authentic as those on paper.
Minister of Justice, Minister of Justice and Islamic Affairs Yaaqoub Al-Sanea said the new law is complementary to legislations regarding e-tasks, enacted by the National Assembly, indicating that identical laws would be drafted for transactions concerning communications, advertisement and cyber crimes.
He affirmed the approach to go online to save time and efforts for accomplishing such legal and administrative works. (end) kt.rk
